While we are part of the UWR we do need laws to govern a few things like:
Who is fit to be considered a citizen? Anyone with a nation in the region? Do we want some people to grant/revoke citizenship in special cases?
Who gets our seat in the Senete. Does this become the delegate? Will the delegate appoint someone to the Senate? Perhaps the Senator will be elected.
In addition to these things we need to do in accordance with the UWR constitution, will we want to leave the framework of any other self-regulation and governance?
